How is happiness measured? Can it be rated on a scale from one to ten? Bhutan’s policy of measuring its Gross National Happiness operates on the idea that fulfillment can and should be quantified when calculating their nation’s development. The film follows Happiness Agent Amber Gurung as he surveys the contentment of citizens from different households and lifestyles. While Amber goes about his job, he too is forced to confront his own struggles with fulfillment, and ask what makes him happy.
